Spoznanja iz nedavnih potresov pri nas in
v tujini nam omogočajo, da ponovno premislimo o vlogi in učinkovitosti predpisov
za gradnjo potresno odpornih konstrukcij ter še zlasti o vprašanju odgovornosti
pri njihovem izvajanju. Na podlagi teh izkušenj ugotavljamo, da sodobni predpisi
učinkovito zaščitijo konstrukcije pred potresom, če jih le upoštevamo. Za to pa
sta potrebni kontrola ter predvsem odgovornost graditeljav in lastnikov.
Vprašanje odgovornosti je neposredno povezano z zavarovanjem tveganja. Ustrezna
politika zavarovalnic bi zato lahko odločilno vplivala na dvig ravni potresno
varne gradnje
On the basis of the experience gained during recent
earthquakes, one can conclude that modern seismic codes are able to provide
efficient protection ofstructures as long as they are appropriately applied in
practice. Therefore, the main problem exists in the seismicdeficiency of
structures designed prior to the development of modern codes, as well as in
non-compliance with code provisions in designing of new structures. In view
ofthe possible catastrophic consequences of a major earthquake, the authorities
should not tolerate such practices and should strictly enforce appropriate
technical regulations. Owners should be aware of possible damage, and be
encouraged to insure their property and bear responsibility for not doing so.
Designers and inspectors, as well as the local authorities, should be held
responsible for their acts. This will in turn stimulate the insurance of
projects. The relevant policies of insurance companies will then automatically
regulate the appropriate level of seismic protection [COBISS.SI-ID 942689]
